Mei 20 talent Flash Freeze, freezing enemy Heroes in place

In a QM match game my friend was playing Lunara and used the leap ult on an enemy Mei, mid jump he was frozen in place above Mei. We went into a custom game and with 100% success rate Lunara would freeze in place. During testing when an errant auto attack would cause the talent to activate we noticed that Lunara would also freeze in place, unable to move. We then tested other Heroes, landing that last hit on Mei causing Flash Freeze to activate would freeze the hero in place unable to move but able to cast spells and auto attack. It did not matter the distance as we tested it with Sgt. Hammer’s rocket from spawn to spawn. The initial shot will cause the bug to happen, but if you have the continuous rocket the repeating shots will not cause the bug to happen. The bug also does not happen if a minion (Hammer’s mines, Zuls watcher ult, Zuls skeletons, Kerrigan’s Ultralisk, etc.) gets the last tick of damage.

Bug: Mei level 20 Talent Flash Freeze freezes heroes in place when activated

Testing: Any hero that lands the last hit on Mei causing the talent to activate will freeze in place, character minions will not cause the freeze. Hammer’s rocket hits after the initial freeze will not cause the bug to happen,

Success Rate: 100%

I noticed this after being hit by a cataclysm that triggered flash freeze. I figured it was just an animation bug as the Deathwing froze for a bit the warped to the end of the cataclysm. I’m unsure if this is consistent from everyone’s perspective or just Mei’s.
