The CPU warning is a known issue with AMD Ryzen processors. Rest assured it’s nothing to do with your brand new rig. Plenty of people have been getting that for months.

CPU Performance Error - AMD Ryzen

Ryzen 3700X no overheating no issues indicated by any source other than Heroes of the storm. Error indicates power settings need to be changed, despite selecting a high performance power setting the error persists. Why do you even report a power setting error when the game is being played on a desktop computer???
