This is an incorrect comparison. Stuns are literally the counter to everything. Healing Reduction has a narrower impact. Mal’ganis is much more negatively affected by Healing Reduction because it counters his trait (and Heroics). Healing Reduction has much less of an impact on say, Muradin, Tyrael, Johanna, etc.
