I experienced an issue that I am not able anymore to use a legendary (Diablo) skin:
Toxic Prime Evil Diablo.
According to this Thread…
Would be glad if I could use it again in the future

Same here with Diablo Nightmare Skin in Ranked Modes.
same as Bhalgor, can use in unranked but its locked for ranked games
