The system allows for 2 disconnects in a short period of time before you are put into leavers queue. This is why I’ve only been in leavers queue once since launch.
Honestly this is just an non issue. If your internet connection is so unstable that you are dropped from matches daily, then you probably shouldn’t be playing HOTS in first place. I know that sounds harsh, but some games require a stable connection to play, a MOBA is one such example.
Exactly and complaining about this while getting offended, when someone tells him it’s his fault, especially about such tiny problem (he can still play the game) makes this thread ridiculous.
Reporting 100% can’t lead to being placed in leavers que. Leaver q isn’t a penalty applied through reporting, but by not being present when the match ends (and it isn’t given for 1, but several consecutive dc’s in a short time period).
But repeated internet connection failures, pc crashes lead to it (if we don’t count those who also exit/ragequit on purpose).
My record was 4 penalty games after trying EU after a long while and it was really laggy. 
Well, if you are in the “Leaver’s queue”… You leave a match more than once. No matter if it was because 4 potatoe team, disconnection, rage - quit or an alien abduction. You L E A V E a game in progress more than once, so… L E A V E R penalty until you win.
Personally I don’t mind the win factor but the fact it waits forever to put you in a queue with other leavers. I understand but if that means a 20 minute wait for an ARAM/QM it’s pretty bad.
I can see the point of putting them together because you don’t want to have them leave again and ruin non leavers BUT there has to be some consessions for people like OP that might have a bad couple of days with internet (Look up Australian NBN if you want to laugh at an entire countries internet)

I never said anything about my internet connection dropped out constantly. Other people have implied and assumed it does.
In my original post, I said my internet dropped out and my comp crashed and it sucked. I NEVER complained about it and frankly it wasn’t my thread question.
People have twisted what I said and turned it into their own narrative which lead to false and misleading processes.
I have also said I got leaver status in the 6 or so years I have been playing hots and winning a game ticked me off as I got 3 loses.
I have to wait over 900+ seconds to get into another game.

I am frustrated and don’t understand (which I do now based on the replies) that if a player is trying their hardest to get out of leaver queue, why should a win need be?
Also, I am in Australia and I have to wait 900+ seconds for every game. So the fact I lost 3 games (again, not fustrated about that either)… and have to wait over 1 hour collectively over 4 games (4th being my winning game)… you can see how, when you said
“because it’s no big deal and you can still play the game.”
Well, it is a big deal when you’re waiting 900+ seconds between games…
I don’t assume anything I just read what you’re writing. It seems you don’t know what you are talking about, because this:
is frustration about the leaver penalty. You’re frustrated that you have to win games to get out of leaver penalty that is frustration about leaver penalty.
This is unfortunate and I feel you that it sucks, but have you tried to play ARAM as someone else suggested?

“Leaver penalty” in my view is the process and/or act where a player is punished for leaving games and not coming back.
I am frustrated on the “leaver penalty conditions” (rules, process, requirements, whatever you want to call it) to get out of leaver penalty status… I think there’s a difference
ARAM is much worse in Australia than QM and SL. Last night, I forgot I queued up in ARAM and I went back into the queue time and it was at 2000+ seconds then I just canceled it. It didn’t even find one other person to team me up with AI.
Now you describe it more clear what is the problem for you and I understand you, because you are on a low population server that sucks. And honestly I would rather see the devs change the condition a bit like adding “Winning VS A.I” to the conditions. But the condtion to win games is an important condition and should not be changed, because that keeps leavers or trolls in check.
I have expanded my Region Preferred Game Server in settings to “best match” opposed to “Australia” and yes I do get in QM much more quickly (aram still sucks for me), the ping is not worth it as there is a 0.2 to 0.4 second or so delay with movement, using abilities and so on.
Last night I played with people from Singapore, I was Guldan and omg the delay using abilities was like 0.3 seconds and it was just bad. Even moving was delayed and wasn’t instant.
Oh well… back to Australia region

We actualy did see something like this a while back during one of the crossover evetns with Overwatch, there was an overwatch skin or soemthing you could get by playing some games of HOTS
The number of people who popped up ruined games by just AFKin’g their way through it was unbeleiveable
Leaver’s Que is already d trash, it’s so trash that on the rare occassion I get it (every now and then I’m not paying attention and end up being alt taabbed an etire draft.) but I’d rather deal with the cancer of aram then the cancer of Leavers que QM
Can you imagine how much worse those leavers que games would be if you could just throw your way through them?
