1 - The fact that you can drop portals in bird form is pretty big. If you are flying over the enemy team and you see a good opportunity, you can drop a portal for your tank/engage hero to go first, and then you drop bird form when you are a bit safer. Without Portal Mastery you will literally drop bird form close to the enemy team and that can get you killed or force you to was a shield on yourself.
2 - The fact that it works no matter where you are in the map if you dropped the first portal with your activatable (1). You can drop a portal for your solo laner while you fly towards your team. When the objectve is starting, just drop the other portal so your solo laner rotates faster. This is also good if you were flying over the enemy team and you are leaving but you see a good engage. If you contantly put 1 portal close to the enemy team, even if you leave to do something else you can still drop that second portal for engage.
3 - It helps people in non coordinated enviroments to see that you are looking for an opportunity.

Yeah, if you put the first portal down, you can put the second one from anywhere on the map (of course the portal will have the normal range, not global portals please 
)

The correct answer is indeed D).
And yes, Portal Mastery is the best lvl 1. @Darak already explained why.
You can use Portals in Raven form, so you can save allies or initiate a fight without risking your safety.
Plus your Portals will no longer be limited by your own position.
Portals are the most powerful part of Medivh’s kit and gaining complete mastery over it is just that good.
(Not talking about that the other lvl 1s are actually kinda weak, because you don’t need the extra regen if you have a Healer and the movespeed you got from the other is laughable.)
But if you’re new on Medivh, Portal Mastery can slow you down, plus Raven’s Intellect (the regen) is the best for QM (because you often lack a Healer and nobody uses your Portals anyway)… :'D

Or you cast a portal to escape, and you have “helpful” teammates that go into the middle of the enemy team.
