Issues with lag after reinstallation

So I used to play on my laptop and had no performance issues, running on the lowest settings to assure the smoothest experience.

However, it turns out that after a reinstallation of Windows 10 on the same PC, the game started suffering from stuttering (is that how you spell it?) every so often that made the game much harder to enjoy.

I was wondering if any of you could point me in a direction to find the culprit, because I’ve got no clue.

Are all your drivers up to date. When you uninstall/reinstall windows all your driver updates gets removed.
