And why did they need to make this a COSPLAY skin? Couldn’t they just go for a regular skin?

Because they let themselves the option maybe adding this heroes to the game like Reinhard. We know how crazy the community is and how they freaking out, even it’s cosplay skins, that they might not get favorite heroes from other franchises.
That’s not the case for Roadhog tho. And if they do add him, then people will indeed confuse him for Stitches.
I agree it’s not likely, but we never know for sure and there were reasons why devs decided to make cosplay skins. They probably did it, because it’s easier than full legendary skins with voiceines, because this game hasn’t a own dev team anymore

Well, because they can? there aren’t any rules really regarding what should the dev put into these kinds of events? If they want to break the fourth wall with this then I don’t see why not?

I like it a lot actually. I don’t know why people are trying to advocate for a Butcher skin. There’s far too many Butcher skins as compared to Stiches skins.
Oh, yeah… until recently, Stitches had no interesting skins compared to other heroes, including: Stitches with a chef hat, Stitches with bikini, Stitches with hokey mask, Stitches with a crown. The teddy bear was the 1-st one that was altering his appearance to a satisfying extent.
Looks like a Meat Hook in the left hand and a Butchers Cleaver in the right.

Those skins are all trash save for Teddy Stitches. None of which are total makeovers (except for Teddy) like Butcherlisk, Cyber Butcher, or Fel Iron Butcher. Wowowow Stiches gets a crown! A bikini! Oh my!
