Her cinematic models have her in “heels”, her in-game models tend to have flat feet.
High heels are any design of footwear with a raised heel (heel higher than toes) so yea, sylvanas does use “high heels”, and if she’s a mounted archer, then she’s be using them correctly cuz that’s why cowboy boots have raised heels.
Fan-art, cosplay and action figures put in her stiletto heels, but that isn’t the only kind of “high heel”.
