I’ve been playing since 2016 (Li-Ming patch) and a lot of heroes I wanted have been added since then (Varian, Anduin, Kel’Thuzad, Stukov, Fenix, etc.) but a lot of the ones I thought would be added for sure still aren’t in the game:

Akama
Maraad (will never happen now because Yrel)
Cairne/Baine
Azshara
Baal
Karax
Reinhardt

Your wording assumes some heroes was supposed to be added, for reasons…
The players a long time ago learned that we have no control on who is added. We just voice our wishes in vain mainly to interact with other players. Though many of the threads target Blizz, as if that would do anything.
This is yet another hero wish list thread: What heroes do you hope are added?
I will answer the same as always:

Why would you be surprised a specific hero is not added yet?
Pick anyone you like and explain.
Khadgar, because he was pretty much omnipresent in two expansions while they were still releasing a lot of heroes.
Velen, because we didn’t have a draenei for the longest time, or a priest.
Cairne/Baine, because there’s no real tauren in the game. ETC doesn’t really count.
Azshara, because the game has no naga and she’s been relevant for the past couple years.
Baal, because he’s the only missing prime evil.
Karax, because they teased a protoss and gave us Probius instead, which was really random.
Reinhardt, because we didn’t have an Overwatch tank until Mei, and his gameplay would be different from every other tank in the game.
Why would I NOT be surprised that they haven’t been added? How is that so hard to understand? lol
Again, you speak as if they are required and should have a place in the game for one reason or another. The trend to your reasoning is to add a hero to fill a gap or how important / prevalent they are within their world. You’re adding them for the sake of adding them…
If we went by your methodology, The vendor that repairs my gear in WoW was way more important than Khadgar. What did Khadgar ever do for me as a player? That vendor was there and still is there since the dawn of the game. Keeping my gear in tip top shape enabling me to defeat my enemies.
I’m appalled that this generic vendor was not added to HOTS.
People don’t want heroes just to fill a gap. Otherwise all the major gods would’ve been the first in line. Where is Tehemat? The Old Gods? Elune? Overseer? Lillith? You mention Baal but forgot Andariel was also a prime evil, the only FEMALE prime evil, and the first boss you fought in D2.
People want the character they like added to be a hero in the game. Yes it would be nice to add the heroes you’ve listed but if no one cares about them, why should they be added? For example: Murky, Probius, Nexus originals! We learned to live with what was handed to us.

Baal will likely come out next summer don’t you think? To coincide with the 20-year anniversary of Diablo II: Lord of Destruction. It would make a lot of sense anyway. Would would he be though? A tank or bruiser?

You just argued in your post before that the devs don’t listen to us. Now you say heroes won’t be added if people don’t care about them. Which is it? Do the devs care what we want or not? I don’t think you even know what you are trying to say.
It seemed pretty clear to me that the OP was simply referring to the notion of trying to predict what heroes might be added, then finding that the ones you were most certain of are not happening. It’s not a wish list.
Before anduin got added I was really confused why he wasn’t added.
Only one that baffles me now is Baal and Azshara.
Akama might as well be an alternate fates skin for Zeratul, as we have Widowmaker for Nova. Whatever his kit would be it wouldn’t be enough to differentiate the two heroes and their fantasies.
