I have every hero but this is the first time im doing a alt. I only own Valla.
I find deckard hard to carry with at a lower league. Anduin medivh ming can be nice!

Im a bit freaked out also that lower ranks influence my circles for the worse.
So Medivh, Ana , Anduin, Malthael or malfurion sounds nice

Laser is bad because its delayed damage, locks you in place where you could potentially position yourself to cast better or avoid being ganged during channeling.
Wave of Force is instant damage from long range cast that can both push people out of position and secure kills way better than Laser would.
