I reach one hero to lv 999 but it doesnt lv up more, so i dont get chest s anymore. Could you fix it?

Some people are just obsessed with their favorite hero. There is a 999 Tyrael main on EU (username Rog*r, not sure if we can give full names here), clean as a whistle too. Plays Storm League and locks nothing else. 11k+ qm and ranked games on that hero.
