In this week’s brawl, when playing Gazlowe, you can choose the level 20 talent “It’s Raining Scrap” but not be able to activate it. I don’t know if it is supposed to be disabled or not. If it is supposed to be disabled, it needs to be removed from the list of choices so previous talents aren’t chosen expecting it.

I am having the same problem! Although, it seems I can activate it at first but once I have died, then it is just greyed out and unselectable. Been happening now for at least since patch 47.0

It’s not just in brawl. It’s raining scraps is not working at times (due to patch)
