there’s 5 locked emojis that i can’t buy they’re not listed for sale and it’s not showing me that i’m missing any emojis but that locked emojis are showing when you try to use chat and select the emoji icon and scroll down.

They are listed as “owned” here. So it would seem you already have them.
if i own them they won’t appear as locked in the emoji list since i cannot use them in chat. they have different names than the emojis i own like this maeiv one it’s maiev pointing at something

Yeah, it looks sooo good! I believe it will look even better in-game as those screenshots are often worse than what we see in-game.
And I thought everyone knows about the Altered Fates Subevent as it was ‘leaked’ since Mei’s PTR. It will probably be announced soon, meibe while Nexomania II is still active, like how Greek God Subevent’s cosmetics were made available while Dark Nexus II was still active.

Now, I’m pretty certain that Altered Fates cosmetics will be released next week on July 14th alongside minor or major reworks to Maiev and Cho’Gall. They can be major reworks like Tracer’s or Cassia’s or minor one like Mal’Ganis’s. 
I can see about Altered Fates cosmetics will be released on July 14th I could check to watch Maiev skins soon.
