Chromie is the “least dragon”-dragon among our Heroes (since she stays in gnome-form all the time) and she has Time magic, so: Dragon Who?

You got it wrong. I don’t think that. Chromie is a powerful dragon. Just ebcause she throws sand (hance bucket) and she’s portrayed dumb (like almost everyone) in HeroStorm doesn’t means I think of her as that.
BUT!
The Doctor played in a garden. Not all Doctors (and not all their moments) are serious.
Try to be flexible.
