Can't play due to: "Waiting for game mode download to complete"

I can’t play Quick Match or Versus AI modes (only Brawl). I get the following error which prevents me readying up in Quick Match and Versus AI:
"Waiting for game mode download to complete"
My game is fully downloaded/installed in Battlenet and I see the same error after waiting a few hours and rebooting my PC. Please help!

This is what worked for me:

Installed HoTS on another computer, made sure it worked. Then went to that PC’s program data folder and copied the Blizzard Entertainment folder to my original PC. Did this too with the Program Files\Heroes of the Storm\ folder.

I don’t know why but this method worked for me. Oh also Computer B was using a different internet connection with Computer A.

Step 2

when I initially downloaded the game it wouldn’t let me play the game I could choose my champion but when I roll my mouse over the play button it says waiting for game mode to finish downloading, but yet the game is fully downloaded? I read in your forums and people were having this problem all the way back in 2016 and seeing that its over 3 years and the problem is still occurring it doesn’t seem to have even been addressed, pretty frustrating. Also the only feed back blizzard representatives gave at the end of the forum was to uninstall, reinstall, then go into the files and repair… seems like a whole lot of work just to play a game? when in reality all I should have to do is download the game and play, its not the peoples job to fix your files. I just don’t understand why this hasn’t been addressed and its going on 4 years, and the only answer given was for us to fix it ourselves? im running on a brand new computer, 2-3 weeks old and seeing that it happened almost 4 years ago I know its not anyones computers its def a bug within the game, which means its up to yall to fix it not us. I subcribe to wow and play that very frequently works great, heroes, not so much. I uninstalled the game once, re downloaded followed the instructions it worked for 1 match I close the game go to thanksgiving with the family come home and its back to not working. im not gonna keep wasting my gig uninstalling this game on my brand-new computer, some one needs to fix this, and I suggest they do it this year, not next year or in another 4 years. this is just ridiculous. id recommend hiring better bliz support for your forums as well, very poor advice expectiong us to put wear and tear on our computers just to fix yalls game, that’s YOUR JOB NOT OURS. happy turkey day!!!
