Blaze’s Flames Stream should grant 4s cooldown reduction to Pyromania for each damage instance (2 for each stream and 1 additional for hitting both streams (Crossfire)) so 12s. The cooldown reduction used to be 5s changed in 2021. The Flame Streams cooldown reduction got adjusted but the 3rd damage instance (Crossfire) was left out, resulting in a 13s (4s+4s+5s) cooldown reduction to Pyromania.
