The question is, will they ever get filled?
Wasn’t there some sort of theory of which heroes would be filled in those slots?

They’re not “empty slots” in that they’re meant to be filled with heroes. Back when we actually got heroes, they would occasionally fill every slot up. Then they’d just add ten or so more slots on the bottom of the list once we got another hero to keep the menu symmetrical. It’s just that they stopped development before one of those cycles ticked over.

my hope is microsoft comes out and fleshes them out. Wishful thinking I know but maybe their lead dev has OCD and all the slots must be filled lol

At this point we would need a corporate decision from the new owners to breathe life back into this game.
With the current resources this game has, there isn’t even a single dedicated developer who works on this game. Just that tiny team of Classic developers who also have to take care of other Legacy games like StarCraft 2 and WarCraft III.

If that status doesn’t change, it’s hopeless wishing for even the smallest of changes, when there’s nobody who could even theoretically code, 3d model or implement those changes.
