in patch notes is written " You will no longer face the same player, or Kel’Thuzad, more than once in every 3 combat rounds (unless there are 2 players remaining).". How it is to understand?
Is there every time 3 rounds? For example (1,2,3) (4,5,6). And for example you play in 3 round and there is possible to meet again the same player in 4 round?
Or it means that you can’t meet player at least 2 rounds?
My understanding is that after this patch also goes live on the server (which, according to the announcement, will be “some time” later then the client patch), each game you will face one of the opponents you have not faced in the two previous games.
Unless, of course, the number of remaining players gets too low.

Not yet.
I expect it to go live soon, but Blizzard has not announced when exactly this will happen. The exact text is: “Note: This change is being implemented with the 16.2 update, however, it will go live with a later server-side update.”
