If they nerf cards, you’ll be able to disenchant them for their full crafting value.

If you’re talking about balance patches, yes, any cards that are nerfed can be disenchanted for full dust value for a few weeks after the patch goes live. If you’re talking about the upcoming core set rotation, no, there isn’t any compensation when they do this. All of the core set cards are free and they make sweeping changes to it on a yearly basis.
