Why does Haro Setting-Sun exist?

Please explain to me what lunatic thought a boss of this nature was a good idea? I have been doing a lot of dungeon runs and adventures lately, especially on heroic and I think this might be the most BS boss out there (Kasmut is also pretty bad if you get her on round four in tombs of terror).

It’s not even that it’s hard… because Haro can be the easiest boss in the world if he gets unlucky and dilutes his resurrect pool. But whenever I see his boss I mentally prepare myself to lose, because it’s basically a coin flip. It’s just frustrating because you can have the best deck out there and you won’t stand a chance, or your deck can be the worst thing you have ever seen and it’s an easy win.

That’s not good design. As far as I’m concerned this is the most unfair, most luck dependent boss that I have seen. (Togwaggle from the dungeon run would be a runner up).

Surely I’m not alone in this.
