Why can this happen when drafting in arena?

When you are drafting an arena deck, if you choose a card that says “if you’re deck started with no duplicates” , why can you then be forced to choose a duplicate?

This has happened to me multiple times over the years. Most recently I attempted to put the Staff of the Nine Frogs in a shaman deck, and then around pick 23 or so, I was forced to choose a duplicate.

Either there needs to be code to where if you choose a “no duplicate cards” card in arena, that you cannot be forced to choose a duplicate, or they need to remove the “no duplicate cards” cards from arena.

Because there’s no forces synergy in the arena draft
You’re willing to take the high-risk high-reward choice and said risk is that you can end up with a useless legendary

Because the draft card pool is random. It makes no effort to ensure the card choices are “good” or “work well together”.

That was a risk you took when you chose the Staff, and sadly that risk did not pay off.
