Cuz lore and PC reasons. Archimonde hates Draenai and does not identify as one. XD
Honestly I think they should be both too though.

All Draenei are Eredar
Not all Eredar are Draenei
No Demon Eredar is Draenei

The Draenei are the Eredar that flew the legion, the Eredar that joined the legion and became demons are not Draenei

For them to be dual tribes you’d need the Eredar Tribe and end up with Eredar-Demon and Eredar-Draenei (if that even makes sens)

Any eredar there are/were seems to have been thrown into the “demon” pool

I’m not sure how many existing cards there are that can be re-classified as eredar. There are probably just as few for existing Draenei, but they got the new expansion to add new cards.

Then there’s the question of what would be the difference between the two tribes.

The short answer is because the Eredar are not demons. The Eredar that joined the Burning Legion were turned into demons called Man’ari. If you want to know their full lore.
