Hashtags are unique, so you can’t have two people with different names, but same hashtags
And I’m not sure, but I think it represents the number of players registered thus far, so if you see a hashtag in millions, it should mean there are millions of registered Hearthstone accounts.
And it also makes sense, considering the bot explosion in the last few years. Before that, I think we were still in tens, maybe hundreds of thousands.
I am not sure what constraints are placed the hashtag numbers, but I have never seen one with less than four digits.

No, that’s BATTLETAG ids (not Hearthstone). And the code number is probably a combination of the uniqueness of name and the number (because my ID having 4 digits is too low for that to be the number of players).
I also saw a MILLIONS(or billions?) number and I find it weird; I actually friended the guy and they were an actual person; they had no clue either and if I recall correctly I asked them if they’re very new and said no.
