I had originally posted this to CS but they redirected me here.
In short: I preordered the mega bundle for the new expansion Emerald Dream that came with Signature Malorne and then received Golden Malorne as the “Random Golden Legendary,” but was not prompted to “Reroll” the Golden Legendary into a different one I did not already have in my collection.
I can dust the Golden Malorne but that would result in only 1,600 arcane dust; instead I should have been prompted to reroll the “Random” Golden Legendary into a different Golden Legendary not in my collection.
The GM suggested I post this in bugs forum for HS because he believes it is a Dev Issue.

I am well aware of the duplicate system and arcane dust; I’ve been a loyal HS fan and customer for over a decade - I love the game.
Let me try to explain more clearly the issue:
When you preorder the Mega Bundle for the new expansiion - “enter the emerald dream” - you receive a SIGNATURE Malorne (Legendary Card); this is uncraftable. As part of the same Mega Bundle, you also receive a Random Golden Legendary; in this case I ALSO received a Golden Malorne (Legendary Card). Hearthstone itself has a system that prompts the user - when this happens - to REROLL the Golden Legendary duplicate (Malorne in my case) into a DIFFERENT Golden Legendary card I do not have. THIS prompt was never shown to me, which could be due to a bug or the change to the new format etc.
Of course I could disenchant the Golden Legendary Duplicate (Malorne in my case) but that would result in only 1,600 arcane dust and thus DOES NOT allow me to craft another Golden Legendary.
The issue at it’s core is that the Game did not issue me the prompt to reroll the Golden Legendary Malorne as it should have and as it HAS DONE for me in every expansion since they’ve implemented duplicate protection. So no I have Signature Malone and a Golden Malorne with no means of swapping the Golden Malorne because the game didn’t prompt me to reroll the duplicate.

Based on your recent description of the issue, we recommend reporting this as a bug via our forums https://us.forums.blizzard.com/en/hearthstone/c/bug-report/8, so that our developers investigate what’s going on with this situation.
I am aware you’d have preferred to get an immediate solution since you reported this issue to us. However, some issues can only be investigated and then sorted out by our devs.
