Vectus doesen’t summon any welps when no deathrattle minions have died. I presume this is a bug since the card states he summons 2 welps and they get a deathrattle of the Minions that died?

I’ve seen Vectus twice summon only one whelp when I’d only had one Deathrattle minion die. Looks like it’s bugged and only summons a whelp if it has a Deathrattle to give it
