I have unlocked several passives and hero powers in uldum and still are unable to choose them in duels.

I have the same. Weirdly I had the same problem with Reno. Then I played one game in uldum and conceded. After that I was able to select the hero power for duels. However now I have the same problem with Elise. Playing the hero power in uldum doesn’t unlock it in duels tho
