I watched 6 hours of Hearthstone stream today for 11 packs. The final pack is supposed to be a Titans pack, but I got a second Festival pack instead. I confirmed in Twitch chat that this was occurring to other viewers as well.

Same here, the last pack was from festival of legends, not from Titans.
I still do not open, so you can give me the correct pack later

Ok I know they announced a new expansion about Titans like in the last few days, but didnt the most recent set just get released? I mean they only released the mini set like a few weeks ago? Isnt it like every 4 or 5 months between releases?
