Artanis Hero card comes with a new hero power called “Twin Blades” and its ability is described as:
Give a friendly minion and your hero +1 Attack this turn and Divine Shield.
However, if Druid has played one or more Groovy Cat prior to Artanis, when they uses Twin Blades, the ability gives a targeted minion +Artanis Attack (equal to 5 if they have played 2 Groovy Cat) instead of only +1.
Am I misunderstand something ?
Is the mechanic intended to work like this ? Or is it a bug ?
This is intended. There was a bug recently were the hero power could not be buffed by Groovy Cat.
This was fixed with the latest server patch but the description of the hero power is still not updated. They will fix this with the next update.

I think you misunderstand my point.
I do not have any problem with Artanis Attack damage, but my concern is the buff that it gives to a targeted minion.
Twin Blades clearly write as +1 Attack not +Hero Damage.
The attack is buffed by Groovy Cat. If for example 2 Groovy Cats were played during a game and both deathrattles were triggered then the hero power is buffed from 1 to 5.
Once the hero power is used after the Artanis hero card has been played then both the player and the targeted minion will recieve the Divine Shield and the +5 attack buff.
Why would Twin Blades give the target minion +5 Attack buff ?
The description says it would give only +1 Attack. You can look at the card.
As I posted above this is a current bug. The text of the hero power is not updated once it is buffed.
Groovy Cat buffs the hero power and the number should go up when it does but it does currently not show the updated number. This will be fixed with a patch.
