That’s dumb design and bad for gameplay. At the very least Arena exists and if you get 3 “joke” cards in the same draft you are handicapped for no reason. At the worst case scenario the “joke” is also OP on top.
If you want to make jokes make them in the cards that are playable.
But those people can’t balance the game even if they wanted to.
Well, there’s absolutely a market for unplayable joke cards. Magic: the Gathering had a few sets of “un-cards” that were banned from standard play with silly or (At the time) experimental effects like “Tear this card into pieces and throw the pieces into the air. Destroy each card that a piece touches” or “If you control no cards other than this one on the battlefield and your hand is empty, you win the game”.
And I’m sure that latter one sounds a little familiar if you’ve played against Mecha’thun. And MTG’s un-sets sold well enough that they made several of them.
They absolutely have a part to play in card games; not everyone plays them to win. But it would be reasonable to ban them from Arena for being terrible, yes.
