This. Your premise is so far off base and it colors the rest of your opinion. This theory you keep peddling exists in a vacuum and to hold true each player would have to have the same exact collection of cards as well as the same exact amount of time played. For obvious reasons that is not the case.

The top players are players who purchase all of the cards on day 1, follow the meta decks, abuse overtuned cards prior to nerfs, and invest an immense amount of time into playing. Fair play on them but these are not skills.

Again in this example there are 2 people, with access to the same resources, with the same exact amount of playtime.

Wrong. The amount of playtime is a huge factor yes, but that is because of RNG and to flatten out the RNG time played will eventually provide some level of consistency as compared to expected results. This is not a “problem” as you say but a fundamental part of the game design to keep players engaged. Time played is not a skill however, its time played. If I roll a dice over and over more times than someone else I will have more consistent results as compared to statistical probability, but I am not getting more skilled at rolling the dice.

Even if time played and cards are the exact same, RNG is the largest factor by far. If you somehow had equal RNG to go with equal cards and equal time then the skill needed would still be incredible low as play order is very obvious in the current decks.

The skill with this game involves how you play suboptimal draw, which is based on RNG , I dont think you are understanding that.
