I’m not sure what language you play in, so it could be a translation issue, but Shudderblock has the battlecry: Your next Battlecry
triggers 3 times, but can’t damage the enemy hero.

Yes, because that’s exactly what shudderblock says.
“Your next battlecry triggers 3 times, but can’t damage the enemy hero.”
So, the card is doing exactly what it should.
What actual bug are you reporting?
What would happen if you play Murmuring Elemental after Shudderblock and then Skarr? 
Skarr triggers twice, that’s it
triggering three times “your next battlecry triggers twice” only makes your last battlecry trigger twice

Shudderblock would trigger the battlecry of Murmuring Elemental 3 times but that would not be very effective.
The battlecry of Murmuring Elemental says that the NEXT battlecry triggers twice. If you repeat this battlecry 3 times then the first one just gets overridden by the second one and then the second one by the third one.
In short even if you play Murmuring Elemental with Shudderblock the following battlecry is only triggered 2 times. Not 6 times.
