You don’t get rerolls when you buy signature bundles. You must be misunderstanding something

Rerolls are offered when you earn uncraftable cards from the season rewards track or an achievement, which you already owned.
Rerolls are not offered for duplicates of cards from normal purchases.
This is not a bug.
