There are only - and I do mean ONLY - two times, literally TWO scenarios, wherein “basically, this” is actually, literally, basically that:

The context is pertaining to a moral absolute (ie, “basically, racism is always bad”)

The context is pertaining to an exclusive authority (ie, “basically, I’m in charge so you do what I tell you”)
In ANY other context(s) there is wiggle room.
