The card Likkim doesn’t get the attack buff when overloaded. Happens in both turns of overload.
Just tested to be more specific :
The weapons show that it is working and giving +2atk but in fact it is only visual and you only hit for 1 when attacking
Tested by overloading before equipping the weapon, hitting on pre-overload turn and overloaded turn, then on overloading while the weapon is equipped. Same result each time.

Just want to chime in and say that I experienced the same issues. Always hits for 1 dmg no matter the state of my mana crystals.
If it helps, I noticed it doing the dalaran heist runs
This is known to be a bug on all variable attack weapon they still didn’t fix
