As title suggests, Ace Wayfinder, Velen, Stranded Specimen only copy their buffs to the initial Chain Gang. Stat boosts such as Starlight wanderer, Libram of Clarity and Crimson commander apply to both.

What buff does Velen give to chain gang ?
Starlight wanderer does not give its buff to both chain gangs
Which makes it consistent with Ace Wayfinder and Stranded Spaceman
Libram of Clarity and Crimson commander apply to both because they are hand buff cards. They buff your minion before it is played, before its battlecry triggers
The others only buff the minion after you’ve played it, so after it has triggered its battlecry
