So I discovered Shadow Council with Bazaar Burglary active, and I played it. My hand was filled with 4-5 warlock and DH demons, but none of those counted towards the quest. Is it a bug or have I missed something about the mechanic?
Yes. Bazaar Burglary asks you to add cards from another class to your hand. Shadow Council will transform cards which are already in your hand. Since no new card were added (from another card effect or from drawing them), Bazaar does not advance.
