How in the world is this card allowed in arena. If your opponent plays this, you have no chance of winning. ridiculous.

Well, you need to be lucky enough to have no duplicates when you are offered Rheastraza in your draft and usually you want to stock up on duplicates of powerful cards. So yes, it is powerful if you have a deck for it but this is not that likely.
