Using Reverberations on The Primus with no abilties left, summons The Primus with RUSH. I haven’t tried it with other titans, but the interaction should be the same.

What is the bug you are reporting exactly ? That the Primus has exactly RUSH and not CHARGE ? Or simply that the titan could attack ?
Because Titans have an inner charge to be able to use an ability on the turn they are played. Abilitiy that they use instead of attacking.
When you copy a Titan from the board to the board, it will keep its abilities as used, which is expected.
So if you are reporting that copying a titan with no ability left, results in the copy to be able to attack, this is not a bug.
If you are reporting that the Primus has Rush instead of Charge, then that’s an inconsistancy with other titans and could be considered as a bug.
