Raza +Anduin did not keep hero power at 0

So everyone knows that when you play Raza, then you play Anduin, your hero power remains at zero. That’s the whole concept behind Raza priest. However, I’ve played 3 games this morning, and on my third game. I played Raza, and the following round I played Anduin, but my hero power cost went from 0 to 2.

Your hero power did not went from 0 to 2. It was already 2.
You had duplicates on your deck, so Raza was not activated.
