In the recent announcement HS team mentioned that collecting a certain percent of the new set will grant you a custom skin for the coin. Did they mention if there would be skins for all previous sets if collection goals were met or is this something they are doing going forward?

If you mean “will there be new skins for any cards except coins” the answer is no. Coins, card backs, and heroes are the customizable aspects as of right now.

The devs have to my recollection not said anything about themed coins for expansions prior to Darkmoon Faire. It seems likely that it will happen, but I have not seen/heard concrete information so far.
The real question we should be asking is if the coin skin is applied to coins generated by cards like Umbrul Skulker
