Since legacy doesn’t have an expansion or associated card packs I guess there’s no reroll system

I’m not so sure you could get her in a Classic pack, since she used to be a Basic card.

everything is right. northshire cleric is not part of the classic packs
Since you can dust it, how do you get it?
I think these days you would get her from a Wild pack since she’s in Legacy.

But there’s no reroll system for “wild” packs and “standard” packs, only for expansion packs (assuming)

A re-roll was offered for Signature Deathlord, so it doesn’t need to be an expansion that has card packs offered for it. So it does indeed seem like a bug that no re-roll was offered for Signature Northshire Cleric (which was also the case for me, like OP).

Deathlord is from naxxramas, ok there’s no pack but it’s from a specific set, I guess that’s what makes the difference.
(I never said it wasn’t a bug)

You could have crafted a golden version of the Deathlord, then this functionality would offer you to reroll it to another golden Naxx card.
By the way, I remember being surprised when, upon my return to HS, the Nortshire Cleric and some other former basic cards were no longer in my collection and had to be crafted. It hasn’t occured to me, though, that this’d also be the reason for no reroll in this case. Thanks for clarifying it for me, too!
Re-rolls have absolutely nothing to do with packs, there’s absolutely no evidence for that. It’s purely based on set. Northshire Cleric is in the Legacy set, so the re-roll should be from the Legacy set. Whether non-golden is “worth” it is irrelevant too, in my case I had golden Northshire Clerics and still didn’t get offered a re-roll. My best guess is that it has something to do with the system seeing the existing version as a Classic card, and Classic sort of no longer exists. That said, IMO it’s still incorrect and a bug to not be offered the re-roll. Since Classic doesn’t exist, existing Northshire Clerics should have been “converted” to the Legacy version, and thus a Legacy set re-roll offered.
When it comes to the Legacy set, as far as I know, internally it actually comprises multiple sets of various origin with different rules, so I guess there’s no wonder none were implemented for rerolling either. With that said, if you take the official wording to the letter, there should be some kind of reroll at least in some cases, such as this one, so I dunno.
