The Barbed Nets bug was fixed almost a week ago, not in this patch.
From the 23.0 Known Issues Thread, scroll down to the 4/21 Update section:
- Fixes a bug that allowed Barbed Nets to trigger two ticks of the Hunter Questline under certain circumstances.
