They are 100% a thing now , its not just the board we also got no cinematic trailer.
Anything that doesnt make them money has been cut, and the devs arent to blame here.
Weeks ago they told the community to make some noise(respectably) over the lack of those things to the higher ups.
We just didnt do anything and MS sees that as carte blanche to milk us for every cent.
So much for “things will get better under MS leadership”.

Don’t we already have a beach theme board? I’m not excusing lack of board I just don’t know how much they care to make duplicate theme boards, unless there is no beach theme board then they really messed up

You are wondering? A year after they cut the esports support and during which year there had been many departures from Team 5 and 3 modes were killed?
Nah, I am sure they are putting even more money into HS than usually 
What are players to do? Withhold more money so that the team gets cut even more and we get less? I’m perplexed about what the best next action is for us.

my guess is the basic boards will be a free shop item, and then you can pay to upgrade it
i still hope they add one and a new theme song and cinematic.
Of course people are shocked. A board always came with an expansion, even the small adventures in the beginning had their own board. At this point, the board itself is just as much as a staple as the game itself.
