Yesterday I opened packs from new extension. And my first legendary card I got on 11th pack. This is essential since I first opened 5 common packs and then 5 gold packs. So legendary card had to be gold. Did anyone face this issue or anyone can help me solve this problem?
Gold Packs don’t guarantee a legendary in their first 10 packs. You’ll get a legendary if you open 5 more regular Nathria packs (if you haven’t already).

Gold packs dont count towards regular packs and gold packs dont have a pity timer for themselfs either.
