The effect of horn of the Windlord didn’t work on Zerg minions in one of my games. don’t know if this is because they don’t count as minions? and I haven’t tried it against any of the other Starcraft classes minion’s. Has anyone else had this happen to them?

Yes. There is a spell for the shaman to reduce the health of a minion to one and it does not work with the enhanced Zerg.

That is the intended behavior
The Zerg buff is an aura, a permanent effect throughout the game
When you set the stats of a minion, any aura effect in play will always re-apply on top of the stats you’ve set
Because if “your zerg minions have +1/+1 this game” and you set a zerg to 3/3, then since it has +1/+1, it becomes a 4/4

Yeah, and it resulted in even more frustration about this game…
If you’re frustrated because you don’t understand the rules, then I see an obvious solution…
I thought this was a but as well. The “aura” effect from the zerg card “defiler” is not intuitive. How is the player to understand that an “aura” is in effect unless the card has either text or a visual effect to show it? Astral Automaton has text for example.
Because the buff came from Infestor, which does have text saying exactly what buff it gives.
And the zerg minions do have a visual effect – if you mouseover them.
