Murkspark Eel says “Battlecry: If your deck has only even-Cost cards, deal 2 damage.”
However, if you are at fatigue, the card will still activate.
Recommended fix: Change card text to “Battlecry: If your deck has no odd-cost cards, deal 2 damage.”

The wording is correct, due to the way empty sets work.

Specifically:
For any property:
- For every element of [an empty set], the property holds (vacuous truth);
- There is no element of [an empty set] for which the property holds.
This means that while your deck is empty, it simultaneously contains only even cards, only odd cards, no even cards, no odd cards, nothing but even cards, and nothing but odd cards. Every single card in it is a minion, every card in it is a spell, every card in it is Jaraxxus, and every card in it is a get out of jail free card from Monopoly. All of these statements can be true at once for an empty deck, because there are no cards to contradict any of them. That’s what a vacuous truth is.
