So, as the topic says, I’d like for Blizzard to add more battlecries in the early tiers for Shudderwock, cause I’m dying in record time with him, three turns in and I’m done for because there are no good battlecries in tier 1 and 2.
I don’t think I’ll ever understand how anyone can enjoy playing that deck
It’s one of the rare decks that manage to tilt me just for playing against it, even when I win

I’m talking about Battlegrounds, not a Shaman deck, here.
I rather suspect it’s a skill issue. And I know that comes off as harsh because it’s the internet and everyone is presumed hostile until proven merely sarcastic, but I honestly think you’re just making poor buying decisions or else just getting unlucky. I mean, For tiers 1 and 2 we have:

Moon-Bacon Jazzer
Backstage Security
Museum Mummy
Picky Eater
Razorfen Geomancer
Oozeling Gladiator
Refreshing Anomaly
Shell Collector
South Sea Busker
Mind Muck
Nerubian Deathswarmer
Twilight Emissary
Not all of those are necessarily winners in all circumstances, like I wouldn’t trigger Backstage unless I had the standard demon package. And some are obviously stronger than others (I don’t count Museum Mummy as a viable choice, ever). But that notwithstanding there are plenty of options.
When you have a neutral hero like Shudder that can work with “most” setups, you should let synergies come to you, rather than trying to force them. Don’t pass up on Backstage round 1 even though you’ll never activate him again most likely. Because he’s a beef-stick that will prevent chip damage until better things come along.
Fair enough, and the luck bites me too anyway. I just feel like the battlecries can’t keep up with the other power boosting options anymore, though. 
That’s entirely possible. I think he’d still be very strong in demons or murlocs, but maybe not so much in other tribes. Trinkets matter far more than anything else these days and there’s a fair amount of RNG with those.
shudderwock with the tier 2 boar that buffs health is crazy good
if the game offers me what the wock is cookin for boars, its gonna be a boaring game for my opponents

It’s already one of the best BG heroes to pick. If there were more powerful BC effects it would becomes obscenely OP. There’s a good balance of BC’c currently in the game. You just need to identify which lobby is the best choice to put the Shudder into.
You’re just picking him in the wrong lobbies. Have two options - demons and Quilboar. Both sort of need to be in, but demons 100% need to be in. Eater will flat out carry you on Shudder. Geomancer will net you free gems… not very good but by turn 3 that’s 3/3 on any unit you want (don’t put them on geomancer for god sakes).
Otherwise, his hero power is econ - use the pirate or naga. Until bran, your hero power is sort of meh anyways. Can transition into Mechs or quil for the win.
