What appears to work for some people is to consider that the 3rd quest slot does not exist. If you keep 0 or 1 quest at the end of the day, you should get a quest the next day. At least it works for both my accounts.
Also, there are literally dozens of such threads, some of which ended up being quite popular. Please add your voice to an existing thread instead of adding an unnecessary new thread on the subject.
