Hey I’ve been spamming Shuffle Rogue games to try to make it work, and wanted to suggest making Merchant of Legends discover a Legendary minion from any class, rather than purely neutral and Rogue legendaries. This would make the legendary pool way funner, and probably better, as a lot of the Neutral legendaries feel horrible to play for Rogue

My limited experience on rogue in the previous couple of expansions point to the opposite conclusion - it’s the limitation of the pool that makes the card good and reliable, because you can learn it by heart and expect the probability of hitting what you need mean at least something
The limited pool can be more beneficial depending the situation, first test I did with my test shuffle rogue I had 4 stealthed ninjas, discovered an A.F.Kay, end of turn those 3/3s became 4/4s, not something you want to be facing without an immediate answer
I agree of it was changed it would have to be something like “legendaries from another class” to keep the pool somewhat predictable.
But the card has 2 way bigger problems:

shuffling minions in your deck lowers the chances of drawing the cards you actually need to complete the quest, so this is essentialy a dead card in hand until quest triggers 4 and 5. Thats pretty bad for a 1 mana 1/2. And if, god forbid, you have to step it to complete the quest you are in a bad spot because…

you have to pay full mana for the legendaries you shuffle. And they also make your first dusk hero power worse because they reduce the chance for it to impact the board immiediately. There are also times where your hand is too clogged up and its hard to get dusk value; merchant is the culprit in 90% of those cases.
Giving a 1 or 2 mana discount on the legendaries you shuffle would go a long way
I think the Ninjas need to have rush.
That way, when you’re down to your final cards you can just consistently clear boards.
Maybe that makes it way too strong, but the quest is so horrendous at this point that it needs something.
Maybe they get stealth and a random keyword?
They would still be worse than espionage as a payoff card and thats not saying much lol.
3/3s just dont do enough to fight for board
1 good minion cheated out for 1 mana is already better than a ninja shuffle. The 2 from the hero card should be enough if the deck was better anyway.
Espionage on average is better and it has way more potential upside.
It does what ninjas want to do better, spam the board(usually more threatening boards too) and it has better synergy with the hero power allowing you to dump your hand easier. And it gives you more cards sp your deck can draw more
Ninjas tie up too much board space too
